died 4 Jul 2006.
Efraim S. Garcia, (D Btry) Houston, TX,
died 9 Jun 2007.
Henry “Hank” H. Weber, Jr., (B Btry) Santa Teresa,
NM, died 6 Jun 2007.
Efraim S. Garcia
, Lt. Col. (Ret.),
passed away peacefully on June 9, 2007,
in Houston, TX, surrounded by members
of his loving family. Preceded in death
by his parents, Rev. Segundo and Maria
H. García, Efraim is survived by his
children, David R. García (Chula Vista,
CA) and Grace Ann García (Austin, TX)
and their mother Alicia García and Toby
García (Houston, TX) and his mother Vicky García. He had
one grandchild, Cole García. He is also survived by his sib-
lings Elsa (Arturo) Lightbourn and Joel (Cristina) García of
El Paso and Eunice (Adolph) López of Ft. Worth, and several
nieces and nephews. Efraim was born on August 2, 93,
in Roswell, NM. He graduated from Bowie High School and
Texas Western College in 952. Because of his designation
as a Distinguished Military Student at TWC, he was granted
a Regular Army Commission. His career in the service of his
country included two tours of duty in Germany where he was
a Battery Commander for an artillery unit and commanded
the first operational Nike Missile Battery on the island of
Formosa, now Taiwan. While serving in Vietnam, Efraim
was Executive Officer of an artillery battalion. He also
received three decorations for “exceptionally meritorious
service” in support of combat operations in Vietnam. After
retiring from the military, Efraim began a second career
as a Planner for the City of San Antonio. He obtained his
Masters Degree in Environmental Management and Urban
Studies from UT. As Manager of the Department for Project
Planning and Management of the San Antonio Development
Agency, he conceived, and carried out many major redevel-
opment projects including the remodeling of El Mercado and
several major low and moderate income housing projects on
the east and west sides of San Antonio. Efraim was hired, by
the City of Houston, as Director of Economic Development
and Urban Planning. After several years in Houston, Efraim
retired to form his own consulting company specializing in
city planning. A Houston visitation will be held at American
Heritage Funeral Home, 070 Veteran’s Memorial Drive on
Thursday, June 4th at 5:00 pm with a prayer service at 6:00
pm. An El Paso memorial service is planned for Friday, June
5th, at :00 pm at Emmanuel United Methodist Church at
1201 Magoffin with internment at Ft. Bliss National Cem-
etery. In lieu of flowers, the family suggests contributions be
made to the charity of your choice.

“Hank” Herrmann Weber, Jr.
of Santa Teresa, New Mexico;
husband, father and doting
grandfather who passed away
on June 6, 2007. First born to
Henry Herman, Sr. and Sofie C.
Herrmann-Weber in Chicago,
Illinois on November 8, 935. He
was a reservist in Illinois while
still in High School, a National
Guardsman in 953 and enlisted in the U.S. Army at 7 years
of age. At the age of 19 he was the first youngest soldier to
attain the rank of CWO. He served proudly in the Army for
over thirty years. 983 Hank was awarded the Legion of
Merit. Hank worked for Raytheon, El Paso for 5 years as
Patriot Manager until his retirement. A lifelong Freemason,
he became a Shriner in 996. Hank was actively involved in
local charities such as Dame La Mano, Member of Victims
Services Team with the El Paso Police Department and a
Mediator with the El Paso County for the Dispute Resolution
Center. Preceded in death by his parents Henry and Sofie,
survived by his wife Anita Peterson Weber, children Henry
H. Weber, III, and wife Naomi of Orlando, Florida, Laura
Mumme and husband Charles of Austin, Texas and Michael
Peterson and wife Melanie of El Paso, Texas. Hank was also
survived by his grandchildren Christine Rivera, Courtney,
Brittany and Weston Mumme, Michael and Crystal Peterson,
and brother Richard Weber of Salt Lake City, Utah. Visita-
tion will be held Friday, June 22, 2007 from :00 AM until
